There was a year long Peace Summit on Tarsus IV.
There were Representatives in attendance who were Vulcan, Andorian, Klingon, Romulan, Orion, Caitian, etc...
Some had brought their families to the Summit because of how long it was and others had not brought their families out to the Summit despite knowing how long they would be on Tarsus IV for the peace talks.
Tatsus IV was a colony planet in the edge of Federation space, close to the borders where other territories began, perfect for talks of Peace and Treaties and Expanding Borders.
Unfortunately Incoming Supply and Personnel Transports stopped right after the Peace Summit began and non of the Delegations from any of the planets were informed and Incoming and Outgoing Communications were spotty at best and nonexistent at worst. Then the crops and livestock start dying.
Tarsus IV Famine and Massacre with a very young James T. Kirk leading different mixed groups of survivors until help can arrive.
This story begins after the Massacre with some flashbacks to before and during and to right after for certain key characters..

I wanted to think about the Black sisters before they became the women canon remembers: Bellatrix the monster, Andromeda the exile, and Narcissa the mother who lied to Voldemort.
