No one really gave Midoriya a second thought, but Hero was constantly on their mind. A masked Villain shows up one day calling himself Hero, and everyone hopes that he is all bark and no bite. That hope is destroyed when the league of villains attack UA.
Or the USJ incident if midoriya was a villain. followed by more frankly ridiculous plots and plans.

When Izuku realized that he could still help others he did what all nerds do... buckled down and learnt everything he could, never giving up, becoming the first quirkless hero. With a little bit of a disregard for the rules.

Izuku decides helping others can't wait for a licence and becomes the vigilante they called Black Cat. Also the hacker Zuk, that earns a bit of a soft spot with the heroes. How will UA and Aizawa handle a sassy and confidant Izuku?

Three hours later, a hobo hero and a loud-mouthed blonde are chasing that supposedly dead, now-half-naked child through the halls of one of Musutafu’s busiest hospitals.
(Or, in which Izuku gets sent back in time and spends three years with the surname Shimura and a loving future villain brother, Shimura Tenko. Death wins once more, in this second chance at life, and he’s back to the future with another set of parents hot on his trail.)

He couldn’t be more than 25 years old. His eyes carried a dull and menacing look. “I have given you time and opportunity to fix our corrupted hero society. I have shown you the dirty secrets of the hero commission. I have shown how the people you call villains are created by your so-called heroes. You have chosen to ignore me. So, in response, I have chosen to take matters into my own hands. I am declaring war on society. Heroes, villains, and civilians alike. Be Warned. The era of quirks is over. I’m taking back what once was. The quirkless will reign, the quirked will fall. This is my formal declaration of the war against quirks. I suggest you all prepare. Why? Because I am here.”
The screen went black with the simple name “Devolution” in bright red letters.

He hooked a lazy finger around one. “What, these things? Well… we're all a puppet to our purpose, aren’t we?” As if in response, the threads went taut around his neck, forcing his chin unnaturally upwards. “Bet your strings are even tighter.”
Tenna swallowed hard. A million angry questions rattled his casing but his tongue stilled at the sight of the strings. They led Spamton back into the living room. Tenna slowly followed.
“Hey! That's enough!” Tenna finally found his voice, shakily forcing it out of his speakers. “You owe me some answers.”
“Sorry, Ant. I'm just your little mailman tonight. I've got a message.”
“A message?”
“You're going to be visited by three Ghosts of Christmas.”
It sounded ridiculous, such a whimsical phrase leaving Spamton’s mouth in his gruff tone. But Spamton’s smirk vanished as he spoke.
“Are we really doing this?” Tenna whined.
