Summary
In the midst of a fight, Hydra manages to retrigger the Winter Soldier, but it doesn’t go as expected because the Winter Soldier only recognizes one handler.
His last handler - aka, Baron Zemo.Now Zemo is stuck trying to undo the Winter Soldier re-emergence but, to add more surprises to the mix, it turns out that Bucky has been hiding something from Sam and Zemo. The fact that the Winter Soldier isn’t just a ‘mode’ to make Bucky biddable.
No, the Winter Soldier is, in fact, his own person. An alter that very rarely comes out to play and, now that he's out, doesn’t really want to go back into the box.

Sam meets Steve Rogers and Bucky Barnes on a Thursday night, at a burlesque show, and how it happens is this:
It's already late, later than he should be out on a weeknight, but the theme of the show was a super hero revue and there was no way he was gonna miss that. It's loud in the venue, which is the back space of what probably used to be a warehouse right near the Gowanus Canal, and Sam's already had a few. He's up at the bar during the break, watching the act. He doesn't hear someone say, "Behind!" so when he steps away from the bar, he smashes right into the guy who'd just done the Captain America routine up on stage, and knocks his drinks to the ground.

Summary
Near the end of CA: Civil War - the final fight scene among Tony, Steve, and Bucky in the Siberian Bunker ends with a surprise.
Hydra rears another head. Turns out they are thriving underground, LITERALLY, waiting for the right time to re-emerge. Pierce's failure is only a minor setback in their plans. General Ivan Volkov never had faith in the American Arm of Hydra.Steve and Tony witness Bucky's torture throughout the years via Hydra’s video records and surveillance footage. Why should Volkov spend years torturing Captain America and Iron Man when a few weeks or months of video footage can show them the inevitable? Plus, Bucky gets to relive his torture and submission all over again. It's a win-win for Volkov.
Still, if need be, there are so many ways for Hydra to break The Soldat again - new and interesting ways now that they have leverage and Iron Man and Captain America.

“Wh-What about him?” The cashier asked, glancing at Tommy. “Did you- did you kidnap him?”
“I mean… yeah, let’s go with that in case this ends up on the news,” Siren shrugged, looking back at Tommy. “I kidnapped you, right?”
“Yeah, sure,” Tommy agreed, knowing that if they said he was kidnapped, it would keep people from getting suspicious of why he was seen in public with Siren. “Anyway, can I get the chicken nuggets happy meal, with a coke?”
or, how Tommy—who is not a hero, or a villain, or even a vigilante—saves the life of one of L'Manberg's most feared supervillains, and accidentally ends up becoming the resident doctor for every supervillain in town (and maybe gets a family along the way too).
