A lot of times, events cause by villains were dealt with by run of the mill heroes, street things like theft and assault. Every large showdown has been conducted between a larger named hero and a large named threat. However, every so often, there’s a threat large enough where an independent third party has to step in.
All For One is unconcerned. He’s been manipulating the strings for so long and this so called Black Ops Team still hasn’t caught wind of him or his operations just yet. They’re cocky, and they think that they’re the best.
Or: The Batfamily got bored and accidentally let All For One run around for too long.
In Tim’s defence, he had better things to do than stare at the old man’s face 24/7. He just went out for a coffee break, and sure, it took a while for him to remember that there’s this immortal guy who can steal Quirks, but still!
