Summary
Neutrality was fine, desired even. But, Jughead Jones could never just be neutral towards Betty Cooper. Instead, he seemed to take pleasure in pushing her buttons, annoying her, and riling her up -- always deliberately.
It’s infuriating. Also, they were both chosen this year as Head Boy and Head Girl, respectively. This means that they would be spending an inordinate amount of time together and they would be living together in the same area.
It's Betty Cooper's final year and all she wants to do is concentrate on academics, be the best Head Girl she can, and get a job at the Department of Mysteries. Things are never quiet at Hogwarts though.

Jughead half expects Cheryl to snap at him for being nosy, but instead she just sighs and shakes her head. “We were originally booked to go on a short cruise for spring break.”
“Yet you’re here,” Jughead points out. "With me."
“Don’t remind me,” Cheryl groans, dragging her manicured nail along the edge of her phone case absently after Toni stops responding.

She’s apparently the Serpents' annual virgin sacrifice, and according to Fangs, she only has a few hours left to get herself out of it, but as Cheryl’s mind wanders back to that mysterious mark that made her a target, she realizes the obvious—and only—solution before her.
Cheryl can’t be the virgin sacrifice if she’s no longer a virgin.
And luckily for her, she’s got at least one dimwitted boy upstairs that should be easy enough to trick into helping her, if not two of them.

“Love spells are hardly ever simple.” They’re sitting across from each other on Cheryl's bedroom floor. There are candles set up all around them, Jughead’s snake crested jacket between them, covered in crystals, pebbles and leaves. “Free will is hard to manipulate, and matters of the heart even harder, even with as much power as I possess.”
Betty doesn’t like the sound of that. “Are you saying this might not work?” she asks skeptically.
"I’m saying that it might not work as you want it to,” Cheryl elaborates calmly, with her eyes still closed. “Magic, even dark magic, does not like to be abused.”
