Viserys always let himself be led. And when having Dreams, it was a simple matter of following them as well. Dreams foretold the Doom. Dreams showed him a son. Dreams warned him of the dangers his daughter faced.
But he was not the only one to have them. The difference is that Rhaenyra understood the Dreams for the warnings they were.

In the year 2 BC Aegon Targaryen left Dragonstone to conquered Westeros, alongside his sister-wives Visenya and Rhaenys Targaryen and there dragons. By 1 AC the Seven Lords Paramount had bent the knee to Aegon and hailed him as there King.
Aegon began the construction and design of the Red Keep in King’s Landing that same year. Aegon constructed his own throne made out of the weapons of his defeated enemies and used his Dragon, Balerion, to meld them into a seat to be feared and desired by all across the Seven Kingdom. The Conqueror declared:
“Only a worthy ruler may sit upon the Iron Throne in comfort and all those unworthy shall die”
