Their back is to him, but that doesn't matter. He knows who it is. Maverick. He's standing at the railing, leaning forward a little with his elbows braced against it. Ice thinks about calling out to him, but ultimately doesn't, just steps forward to mirror his position against the railing. If Mav is aware of his presence, he doesn't seem to care.
Neither of them speak for a long moment. They're not friends, not really, but they've grown closer. They don't argue anymore, at least. Ice had made that promise to himself the moment he saw Mav's plane drop into that flat spin during Hop 31.
Or; the one where Maverick is a little too close to the edge, and Iceman talks to him.

Summary
Steve was torn. On one hand, that was Loki, the man who had caused all of this destruction and countless deaths. On the other hand, he was just sitting there, not moving. Steve couldn't even see if he was breathing. Finally, the altruism - does altruism apply to genocidal gods? - won out, and he cautiously approached.
Or; the one in which Odin is an asshole, Loki is hurt, and Steve is Not Happy™
