Summary
Fili and Kili started it. Maybe not on purpose but they did when they tried to frighten Bilbo. They might argue that Balin was truly the one who started it since he technically shared the first story, but it was really the princes and Bilbo doesn’t want to hear anything about it. They tried to scare him with a story so it’s only fair that he does the same.
Now if only the scariest stories he knew from the Shire would actually frighten the dwarves.
