Peter wouldn't have minded it happening more often. A lot more often, really. More sex with Frank would have considerably improved his life. But he wasn't really sure where to start with that conversation. It took some special tipping point every time, like some kind of a game that he didn't quite know the rules to. But Frank seemed to require that. Peter couldn't just smack him on the lips and tell him he was horny.
