What would happen if it was R!Ciel who came back instead of O!Ciel? Would he be able to manage everything his younger fragile twin did, or would he mess everything up even though he's socially more capable?
No one misses his twin like Ciel did; even more likely, no one seems to be missing him. Everyone is guiltily happy that it's him who came back, everyone is so sure he will be able to continue the perfect image of the family. Ciel knows he can't. Ciel also knows his brother could.

They get to know each other in very different situations and have very different kinds of relationships with each other.
