"Grandpa works there." Grandpa was Hirotsu, another one who visted Osamu after hearing the rumors. The old man didnt laugh in his face thankfully, and asked if he would care for his grandkids -- Ryunosuke and Gin. (Osamu was very shocked to hear that old man Hirotsu had a wife, a child, and a child who had children. But he only nodded and said bring them by tomorrow or whenever.)
"I think Onee-San works there too. And your Brother, Yuan." Kyouka says and Yuan nods her head with a thoughtful hum.
"Ne, ne, teach. Didn't you work there too? I heard Brother mention you a few times before." If Osamu was drinking something, hes sure he'd choke on it or spit it out in shock at Yuans words.
Or TL;DR, Dazai opened a Daycare after deflecting from the Mafia.

Summary
The office was unusually quiet, and Mori wasn’t at his desk. Instead, Chuuya’s eyes landed on the small figure sitting on the floor. Elise, he noted with mild annoyance (that creepy ability of the boss who draws even creepier things about the Mafia members). The girl was happily surrounded by crayons and colorful scribbles, clearly lost in her own world of imagination. But the creepy girl wasn't what caught his eye.
Dazai was sitting next to Elise, legs crossed, dressed in an outfit so absurd that Chuuya had to stop in his tracks. Gone was his usual black coat and crisp white shirt, the uniform that screamed 'Port Mafia'. Instead, Dazai was wearing a bright pink unicorn shirt—yes, a shirt with a literal unicorn prancing across a rainbow—and white pants, completely devoid of the intimidating, sharp aura he normally carried. But that wasn’t even the worst of it. His hair, usually messy but still somewhat dignified, was now adorned with star and heart-shaped accessories, bright and glittery. Chuuya blinked, thinking he must’ve walked into some kind of fever dream, but no—this was real.

Summary
The five children are silent as they huddle together under Dazai’s black umbrella. The rain unrelentingly pours around them, the noise of the pitter-patter against the cheap plastic material making the scene all the more melancholic. When one of them starts crying, the others follow. One by one, they fall back into that pit of despair that Odasaku had tried to save them from.
In a strange twist of events, the orphans live.

Summary
Operation Guard Dog was when an ANBU changed places with the asset to provide the asset with an additional layer of identity security. It was rarely used because it required that the asset be skilled enough to pass off as ANBU and the need to protect their identity outweigh the dangers of masquerading as ANBU.
