None of the fandom fics are necessary to understand any others, but I recommend reading the oneshots with '___ Meeting' as part of their titles. While canon characters may be mentioned, those are set in my original worldbuilding and will give you the best context. First Meeting (True Beginning), in particular, establishes the basis of the framing.

Summary
The Dragonborn-to-be thought his life was exciting enough when he woke up in a strange cave wearing a strange ring, with no clue as to who he was. Things got even better when a young but friendly mage informed him he was wearing cultist's robes in the middle of ass-end nowhere in a province he has absolutely no memory of, but at least she had the decency to try to help him get back on his feet. Things REALLY got out of hand when he watched a dragon (which, weren't those supposed to be mythical?) destroy a stronghold. Then, not even a week later he slew an entirely different dragon and devoured its soul. Apparently not everyone can do that, so now he has to deal with being some kind of legendary hero to boot.
The Dragonborn can't catch a fucking break. The mage who first helped him can't really seem to bring herself to leave him alone to his destiny. Oh, and the assassin keeping tabs on him is pretty invested, too.

Summary
Izuku Midoriya and Hitoshi Shinso are never going to be the kind of heroes that make civilains think ‘oh, thank god we’re saved,’ when they arrive at the scene. There's too much prejudice against them, so a kid with a villain quirk and one with no quirk at all are never going to be able to inspire that sort of trust.
So instead of becoming heroes that bring hope, they decide to become the next best thing.
The kind of heroes that make villains think, ‘oh, fuck, we’re screwed.’
