A second of silence passes as Newgate and Makino stare at each other. Newgate knew she was doing her job, caring for Luffy, and making sure that he was safe. But he couldn't help but feel a little offended. He would be a fool to risk his Family.
"Say what you must, but I assure you I love my family rather than being a fool who would endanger them.” He smiles. “Luffy is safe and welcome here.”
For now, that’s enough for Makino to hear.
or Luffy's parents die and Garp is given custody. After Garp gets arrested for abuse, Luffy gets bounced around in the foster system. Eventually he makes it to Newgates.

Sometimes Ace and Sabo forgot that Luffy, the endless ball of energy that seemed to bounce back from everything, was not actually invulnerable, no matter how much they teased him or called him weak. They get a harsh reminder that they shouldn't take their little brother for granted.

On Dawn Island, a young Luffy struggles with living alone with only the ocean to talk to. When desperation drives him to Grey Terminal for food, Luffy ends up in a bit of trouble, no surprise there, and possibly gets a couple of brothers out of the ordeal, bit of a surprise there. Though Sabo and Ace may have picked up a stranger boy than they bargained for.

Ace knew the moment he presented as an omega, he was in trouble. Not because of the villagers or the other people of Dawn Island, not even his shitty grandpa would give him to the highest bidder, so it had nothing to do with others.
No, it had to do with his two little brothers, who were both alphas.
Once they’d presented as alphas, it was dangerous to be near Ace. Sabo and Luffy had always been strange, but once they formed the little pack with just the three of them, it was almost impossible for others to be around Ace without the younger duo trying to tear the person into two.
They had already claimed him as theirs and the fact that he was an omega now, they wanted to show everyone who Ace truly belonged to in this world.
