Selection for Exercise ICEBRIDGE and Posting to Canadian Forces Base Resolute Bay
- It is my privilege to formally advise you of your selection as one of thirty Royal Canadian Air Force pilots appointed to represent Canada in Exercise ICEBRIDGE, a strategic multinational aviation initiative jointly administered by the Royal Canadian Air Force and the Russian Airborne Forces (VDV).
- Following a comprehensive review of operational records, instructor evaluations, leadership assessments, and flight performance data, you have been identified as possessing the professional qualities required to participate in this uniquely demanding programme.
- Exercise ICEBRIDGE has been established to enhance Arctic aviation cooperation, cold-weather operational capability, emergency response interoperability, and strategic communication between participating forces operating in the High North. The programme represents a significant undertaking within Canada's broader Arctic defence posture and carries considerable operational, diplomatic, and professional significance.
- Selection for Exercise ICEBRIDGE is highly competitive. Of the eligible fighter pilots considered across the Royal Canadian Air Force, only thirty have been chosen for appointment to the inaugural Canadian contingent.
- Your selection reflects the confidence of the Royal Canadian Air Force in your:
- Operational judgement;
- Flying proficiency;
- Professional conduct;
- Instructional aptitude;
- Ability to perform under demanding environmental conditions; and
- Capacity to represent Canada with distinction in a multinational environment.
- Participation in Exercise ICEBRIDGE is considered a significant professional honour and recognition of exceptional potential for future leadership within the Royal Canadian Air Force.
POSTING INSTRUCTION
- Effective 14 October 2017, you are hereby posted from 4 Wing Cold Lake, Alberta to Canadian Forces Base Resolute Bay, Nunavut, for the duration of Exercise ICEBRIDGE, which will formally commence on 25 October 2017. You are directed to report to:

no later than 0800 hours local time, 14 October 2017.
- Upon arrival, you will undergo:
- Arctic operations orientation;
- Programme-specific security briefings;
- Joint interoperability familiarisation;
- Cold-weather survival recertification;
- Aviation integration assessments; and
- Multinational protocol training.
- Personnel selected for Exercise ICEBRIDGE are reminded that they will be subject to heightened professional scrutiny throughout the duration of the programme. Participants are expected to maintain the highest standards of conduct both on and off duty and shall at all times conduct themselves in a manner befitting representatives of the Royal Canadian Air Force and the Government of Canada.
COMMAND REMARKS
- The Arctic remains one of Canada's most strategically important operational environments. The success of Exercise ICEBRIDGE will depend not only upon flying skill, but upon professionalism, discipline, adaptability, and mutual respect among participating personnel.
- Your record indicates that you possess these qualities in abundance.

Assignment to Joint Arctic Aviation Programme "ICEBRIDGE"
TO:

By order of the Commander of the Airborne Forces and pursuant to Directive VDV-OS-104/17 concerning participation in the joint Arctic aviation cooperation programme "ICEBRIDGE," you are hereby assigned as a representative of the Russian Federation and the Airborne Forces contingent.
- Following review of operational records, flight evaluations, readiness reports, instructor recommendations, and command assessments, you have been selected as one of thirty VDV aviation personnel appointed to participate in the programme.
- The purpose of the assignment is to facilitate the exchange of operational experience in Arctic aviation, emergency response coordination, cold-weather survival procedures, and aerial interception doctrine.
- During participation in the programme, you shall:
a. Represent the interests of the Russian Federation and the Airborne Forces;
b. Maintain standards of conduct consistent with service regulations;
c. Observe all operational security requirements;
d. Comply with instructions issued by designated Russian command representatives attached to the programme. - You are directed to report to the designated staging point at Chkalovsky Air Base no later than 0400 hours on 23 October 2017 for onward transportation to Canadian Forces Base Resolute Bay, Nunavut, Canada.
- The period of assignment shall commence on 25 October 2017 and remain in effect until completion of operational objectives or further direction from command.
- The selection of personnel for this assignment has been limited to officers demonstrating superior professional competency, operational reliability, and suitability for independent action in complex environments.
- You are reminded that your conduct during this assignment will reflect directly upon the Airborne Forces and the Russian Federation.
Execution is mandatory.
