Luigi is the official advisor to Queen Peach of the Mushroom Kingdom, it's good to be helpful but being in a needed position makes it harder to hide from annoying Prince's that can't take a hint. Thankfully Bowser seems to always be in the vicinity keeping his gaze on Luigi who can appriciate the company when he's hiding.
