There's a few different stories with this particular plot point of the Eldritch beings that feed on fear and align themselves with those who have died in returned. Izuku and apparently also Todoroki have aligned with these beings, though not willingly. Spooky stuff, the eye allows him to know things he shouldn't know including language. He needs to feed on fear or he will die, but he doesn't even realize it.
