They’d left it in their will that Rhodey or Happy would have custody of Morgan if anything ever happened to them, but Rhodey had been on the plane with Tony and Pepper, and for whatever reason the state wasn’t satisfied with Happy taking custody of Morgan. Peter was only 16… he would survive in foster care if he had to, but there was no way he was letting the daughter of Tony and Pepper Stark grow up there. He owed Tony too much to let that happen.
OR
Tony and Pepper are missing though everyone thinks they’re dead. Peter makes a drastic decision, one that freaks him out and means he’s giving up his future. The only thing that matters now is protecting Morgan, and Peter will do whatever he has to to see that through. Peter is trying to be the best big brother he can be. Has a happy ending, I promise!
